Executive Branch of Government of Ukraine

I am trying to understand the structure of the Ukrainian government. I would call it a democratic dictatorship. Why? Because the power is concentrated in the President and a dominant political party. And if that political party is the President's then his power becomes virtually totalitarian. Why? Because the president can then appoint a Prime Minister who will be chosen by the President's party, and the legislation will reflect the President's will.

Below is the summit of the Executive Branch of the Ukrainian government.
